63rd Anniversary of the Universal Declaration of Human Rights (10.12.1948 – 10.12.2011)

At a time when the world celebrates the 63rd Anniversary of the Universal Declaration of Human Rights, Lao prisoners of conscience agonists somewhere North of Vientiane (Laos) in conditions of detention which only HITLER, STALIN , HO CHI MINH , POLPOT , KIM CHONG IL and the Politburo members of the Lao People’s Revolutionary Party know the secret .

 

The  People’s  Revolutionary Party of the Lao communists have just come to celebrate the 36th Anniversary  of the its victory of the people’s Democracy (Marxist-Leninist), few days before the 63rd d Anniversary of the Universal Declaration of  Human Rights . It is a challenge launched to the Free World by the Vientiane’s dictatorial Authorities.

Since the establishment of dictatorial regime in Laos (02.12.75) , where the single Party has the rights of life and death on the population , where the Laotian people have become deaf and dumb and blind “without rights , without words and without hopes”, where the dictatorial authorities make official the dependence of the country to be beneficial to foreigner , where the corruption judges the honesty , the guilty persons sentence the innocent , and where the Laotian people are not owner of his property .

 

At present, where the world situation is undergoing profound political transformation , Laos remains fundamentally a Stalinist dictatorship , where the single Party (People’s Revolutionary Party) is undeservedly ruling the country, under a totalitarian regime and that the human rights are violated, the prisoners of opinion remain always incarcerated without putting on trial and inhumanly treated , and where its inhabitants have sunk in the misery and that the democratic expressions have met with so many hindrances, the education is degrading and the social and cultural values are worn down by a rampant mercantilism .

 

Face to the aggravating situation of the Laos, the Lao National Council for Democracy forcefully denounces  :

1-the totalitarian attitude of the present Lao PDR’s government which has thrust the Lao people, in spite of our numerous interventions, into an unbelievable misery, without any economic, social or medical protection;

2-the oligarchic system and the corruption organised by the authorities themselves in violation of the principles of democracy, justice and fairness which every citizen is entitled to enjoy, and which these new leaders , for all their Vietnamese communist allegiance, in fact enshrined in their Constitution of 1991 ,

3-the exactions, arbitrary arrests and deportations continued to those men and women who advocate democracy, reform and multiparty system,

4-the systematic unlawful confiscation of property, the prohibition of any public gathering , the severe reprisals against anyone daring to express their discontent with or opposition the despotic regime which is currently governing the country with the political and military backing of the Nord Vietnam. The Vietnamese government has in fact flouted all the Lao peace treaties and independence agreements by retaining an army of over 70 000 soldiers in Laos and occupying the border regions by settling many thousands of Vietnamese families to plunder our heritage and exploit our mineral richness.

 

The Lao National Council for Democracy launches a solemn appeal to all Governments, the International Organizations, the women and men of good will who cherish liberty and justice , to support the Laotian people in struggle for Liberty and to request them to intervene with the Lao communist Authorities so that the political prisoners be liberated , human rights be respected, and the profound reforms be carried out without delay

 

With force of conviction, the Lao National Council for Democracy composed of the democratic forces and the representatives of the Opposition to all forms of dictatorship, represents the Laotian patriots struggling for democracy  , liberty , reconciliation and human rights , claims vigorously  :

1-the re-establishment of fundamental liberties, human rights and the multi-party system;

2-the cessation of all exactions and arbitrary arrests committed against the patriots which claim freedom, democracy, reconciliation and human rights;

3-the release without conditions of the prisoners of conscience incarcerated without judgement and inhumanly treated and on this without any reprisals;

4-that Laos must be the Fatherland of the Laotians of all edges , including those have adopted the nationality of their host country ; whoever must have expatriated themselves to flee the dictatorial regime must be able to return freely to the country and to keep their Lao origin nationality ;

Nevertheless, in deference to the memory of our loved ones and to repair the harm which our families were the innocent victims of the putsch December 02, 1975 which established a State usurper in violation of all agreements which was a key signatory, the Lao National Council for Democracy condemns gravity the dictatorial government in Vientiane and leaders for crimes against the Laotian people .
