LAO NATIONAL COUNCIL FOR DEMOCRACY

- Given the deepest of the Lao people aspirations fundamental freedoms, democracy, reconciliation, respect for human rights and independence of Laos;

- Pursuant to the supreme interests of the nation and to meet the most ardent legitimate aspirations of the Lao people, Lao National Council for Democracy was born in the global movement towards progress, and solemnly undertakes to fulfill the national mission to fight against all forms of dictatorship and social injustice to Laos to build a sovereign, free, democratic, independent, neutral and prosperous.

The Lao National Council for Democracy, composed of Democratic Forces and representatives of the opposition to all forms of dictatorship, the Patriots Lao is fighting for freedom, democracy, reconciliation, reform and the rights of the man, is ready to help Laos achieve its radical change and to participate meaningfully in the legal and economic and social development of the country, which should lead to sustainable development in harmony, solidarity and prosperity of Laos. The Lao National Council for Democracy calls on all Laotians inside and outside to block, to stand as one and unite in a direction of thought under the banner of National Council Lao (Lao-nc) to fight heroically to implement its program of peaceful actions to restore the agreement, reconciliation and national harmony, and rebuild a whole Laos in rule of law.

PEACEFUL ACTION PROGRAMME

For understanding, reconciliation and nation-building

The world is changing and evolving, with globalization and the globalization of the economy and the disappearance of the old world order governed by the cold war and the balance of power, relations between nations and men need to be redefined to establish a world that would include all nations in the process of constant development and ensure the future generations the right to be alive, Laos, in order to develop and integrate into the modern world needs reform and with it all the forces of his countrymen inside and outside the country.

^1st Step: AGREEMENT, AND NATIONAL RECONCILIATION CONCORDE

1 - Strengthen national unity and strengthening the existing fraternal ties between Laos inside and outside the country to raise patriotism and protect the supreme value of the Lao identity - Multiply contacts and seek to win the sympathy of the international organizations, governments, women and men of good will, peace-loving and freedom to seek their support in order to establish the means and opportunities to make contact with representatives the Party and the government of

3 - Create favorable conditions, in accordance with democratic principles and fundamental freedoms based on human rights, to be carried out prior to the establishment of a coalition government or transition. To avoid state activity is monopolized by one political party and run arbitrarily by the will of the latter, to be implemented by the government policy of independence, democracy, neutrality and Peace to prepare and set a plan to hold free general elections by universal suffrage, respecting the principle of multiparty system, with the participation of all political parties inside and outside of Laos, under international control.

4 - Building a truly free and democratic political system reflecting the deepest legitimate aspirations of the Lao people, and for the interest of the nation, develop a constitution based on democratic freedoms guaranteed to build Laos in Free State independent, sovereign and democratic, and the adoption by the people through a referendum.

^2nd Step: NATIONAL BUILDING

I - Creating a free and democratic regime.

a-enact democratic freedoms: freedom of conscience, individual freedom, freedom of conscience, freedom of speech, freedom to write and press, freedom of assembly and association, freedom of association, freedom of movement and residence, freedom private property, freedom to be elected and to vote, freedom of belief, ....

II - Building an independent economy and sovereign

a-Improve the living conditions of the people

b-Encourage maximum freedom of initiatives to build market economy of the welfare and happiness of the people.

c-assist traders and industrialists to restore and develop the trade and industry.

d-Create all favorable conditions to restore and develop agriculture.

e-Renovate cultivation techniques and livestock.

f-Helping farmers to clear land, develop production, crop protection, secure markets for agricultural products.

g-stimulate and boost economic exchanges between the city and countryside, between the plain and the mountainous region.

h develop trade with other countries regardless of political regime on the basis of equality and mutual benefit.

i-organize social assistance - Developing health work and health prophylaxis.

j-Securing the rural and urban workers.

k Ensuring farmers the right to keep the land they cultivate.

-Ensuring the ownership of land to those who have cleared.

III - Develop a culture and education of national and democratic character.

a-Develop the fine traditions, customs and cultures of all ethnic groups. A policy of solidarity and equality among all ethnic groups.

b-Liquidate illiteracy. Create new schools of general education for all young people and school children. Develop professional schools.

c-Delete tuition in primary and secondary education as well as in higher education.

d-Develop science, technology, literature and national arts.

Encouraging e-intellectuals and artists and help them develop their talents to build the country.

f Develop-medical assistance to protect public health.

Develop g-motion sports and physical education.

IV - Apply a foreign policy of peace and harmony.

a-establish diplomatic relations with all countries regardless of political regime in accordance with the principles of peaceful coexistence.

b-Report all treaties which have been concluded on equal terms with foreign countries and undermine national sovereignty.

c-not getting any military alliance with any country.

d-Receive economic aid of all loans to help Laos without linking provided by any country.

At a time when the international situation knows profound political, we note with sadness that Laos remains fundamentally a Marxist-Leninist dictatorship where the single party (People's Revolutionary Party) rule the country without sharing under a totalitarian regime and that its inhabitants have sunk into poverty and living in a climate of fear (abuses, arbitrary arrests). We are deeply convinced that free nations, international organizations, women and men of good will, love of freedom and justice, are sure to continue their efforts to help the Lao people who continue to suffer under a totalitarian regime be freed from the yoke of dictatorship.

Faced with the alarming situation both politically and economically and socially, in accordance with the supreme interests of the nation and to meet the deepest legitimate aspirations of the Lao people, Lao National Council for Democracy requires forcefully:

1 - / cessation of all acts of violence and arbitrary arrests committed against patriots who demand freedom, democracy, reconciliation, human rights and multiparty

2 - / the unconditional release of prisoners of conscience, imprisoned without trial and treated inhumanely and without retaliation;

3 - / total and unconditional withdrawal, foreign forces in Laos under the control of the United Nations;

4 - / organization of a "round table" together the heads of the opposition and the current authorities of Vientiane, to restore national harmony and agreement, to reconstruct the whole Laos rule of law;

5 - / canceling all treaties which have been concluded on equal terms with other countries, especially neighboring countries, and undermine national sovereignty;

6 - / that Laos remains the homeland of Laos from all sides, including those who have adopted the nationality of the host country;

7 - / free general elections by universal suffrage with the participation of all political parties inside and outside the country under international supervision;

8-/ building a democratic and neutral truly free political system, reflecting the most ardent aspirations of the Lao people in a referendum.

The Lao National Council for Democracy fully supports all actions in favor of the agreement, reconciliation and national harmony in Laos as well as freedom and peace in Asia.

Dear Compatriots inside and outside the country,

We are a heroic people with traditions of union, shake our ranks under the banner of the Lao National Council to fulfill our program of action, the time has come to unite compatriots from all sides and rebuild our great Laotian family. Laos must remain the homeland of Laos from all sides, including those who have adopted the nationality of their host country. In the current context, we are confident of a positive response from all Laotians inside and outside the country, this action program.

At present, an irresistible power for democracy, freedom and human rights, sweeping across the world. Unite and walk with confidence and courage to conquer Laos sovereign, independent, democratic, free and prosperous, national harmony and happiness of the Lao people. The interest of the nation must come first, we strongly ask to support this program for national salvation and prosperity of our beloved country.

To achieve these objectives, the Lao National Council for Democracy needs your cooperation and your support in all areas in its program of peaceful actions.
